Unit Manager for HR Service in Malmö City
Do you want to lead one of the city's most important missions with a strategic and city-wide responsibility within HR? Then you could be the unit manager we are looking for.
Job Responsibilities
HR Service is part of the joint HR function within Malmö City and is responsible for the city's payroll and pension administration as well as the management of HR systems. We are now looking for a secure and stable unit manager with an engaged and attentive leadership for Malmö City's central operational HR activities – HR Service.
A strategically important managerial assignment in a large and community-supporting organization with the opportunity to influence and develop the municipality's payroll and HR processes in a municipality with approximately 29,500 monthly salaried employees.
As the manager of HR Service, you have overall responsibility for the unit with about 80 employees working with payroll, support, system management, training, and competence supply. You have operational, personnel, budget, and work environment responsibilities. Furthermore, as a unit manager, you are the manager of managers, report to the department head, and are part of the department's management team.
Your main responsibilities will be to drive and develop the operations in collaboration with the city office's HR department and with the city's other administrations within the framework of the common working method.
You are responsible for leading and coordinating the city's payroll and pension administration as well as for managing the city's HR administrative systems in collaboration with the city office. Other important areas of responsibility within the operations include work environment training, employer branding, competence supply, and Malmö Lär. The operations also have an important mission to provide service, support, training, and assistance to managers and employees within Malmö City.
You will be a key person in the work of developing the operations and further developing the collaboration between HR Service, the city's central HR organization at the city office, and the HR departments in the administrations.

- Relevant higher education of at least 180 credits (bachelor's degree), for example in HR, economics, political science, law, or another area that the employer assesses as equivalent.
- Completed leadership training.
- Several years of experience in qualified work within the relevant area for the position.
- Several years of documented managerial experience with responsibility for operations, personnel, budget, and work environment.
- Experience in driving and developing service operations within a larger and complex organization.
- Experience of working in a politically governed organization.
- Experience in working with HR and payroll processes, including collaboration with relevant functions and stakeholders.
- Documented ability to lead development and change work.
- Very good knowledge of Swedish, both spoken and written.
- Good system understanding of HR-related laws and agreements.
Meritorious
- Experience of having been a manager of managers.

About the Workplace
HR Service is Malmö City's centralized HR operation and is part of the joint HR function within Malmö City. HR Service is part of Municipal Services at the Service Administration, Malmö City. Here, about 80 knowledgeable, helpful, and happy employees work to deliver city-wide services within the HR area. The operations are responsible for providing service, support, training, and assistance to managers and employees within Malmö City. The HR Service operations are organized into four sections: Payroll & Pension, Training & Support, System Management & Permissions, and Internal Consultants.
Municipal Services has over 700 employees across six different operational areas. These areas are: HR Service; contact center; service trips; cleaning service; internal service; and the accounting unit. The mission is to provide qualitative, sustainable, and cost-effective services to Malmö City's administrations and to the residents of Malmö. Municipal Services offers equal service for all, high availability, and professional treatment.
The Service Administration is divided into five departments and offers everything from transport services to IT and responding to citizens in Malmö City's contact center. We maintain streets, parks, green areas, and beaches, manage all of Malmö City's buildings, and ensure that our school students receive good and nutritious food. Together, we are a smart service partner to the city.
